Name: Federation Starship Organisation (FSO)

The Federation starship organisation (FSO) coordinates the majority of civilian vessels within the Federation, it serves as a kind of asset pool which other organisations can apply to gain access to craft. The FSO is an important organisation for those that require space travel. For example, if a research group needs a spacecraft to complete its research on say a stellar system, but does not have a craft, they can apply to the FSO. If the FSO has a suitable idle craft (one that matches the parameters the group has set) then this ship will be loaned to that group. There are other additional factors that the FSO can handle, it can help allocate a flight crew if the group does not have much of its own flight experience,

Also when a team has finished with their vehicle the FSO can take it off their hands and reallocate for further use, or send it back to storage. The FSO is also an important organisation for shaping the civil fleet, for example, if that research team requires their ship to be refitted, the FSO can coordinate through fleet construction, or directly to a shipyard to arrange for its adjustment. Because of the FSO’s coordination with other aspects of the Federation fleet it can closely monitor the civil fleet, and is closely aware of its capabilities.
