are on Athene and Patinar, however the actual coordinators of the
organisation are widely scattered throughout the Federation, essentially
every colonised word will have its local branch, it functions mainly as a
information organisation free of any real facilities.
Established: 2116 in its
current form, shared fleet asset organisation predate this back to the
Trenoc/Panatrak alliance.

The
Federation starship organisation (FSO) coordinates the majority of
civilian vessels within the Federation, it serves as a kind of asset pool
which other organisations can apply to gain access to craft. The FSO also
keeps records on essentially every federation ship (even military ships
have records of at least their construction) it is through concise
database of information the FSO can allocate craft.
Many
institutions, research groups, universities have there own starships for
their own purposes, but although they may think they ‘own’ these
craft, they are actually loaned from the FSO. The FSO can ask for craft to
be reallocated from one institution to another, it can also work with the
FFC to recruit starships for the military, or to retire them. The FSOs
greatest physical asset are the large number of idle craft it keeps on
standby, though they are not amassed in one single place, there are many
repositories throughout the Federation, as well as berths in most major
stations.
The
FSO is an important organisation for those that require space travel. For
example, if a research group needs a spacecraft to complete its research
on say a stellar system, but does not have a craft, they can apply to the
FSO. If the FSO has a suitable idle craft (one that matches the parameters
the group has set) then this ship will be loaned to that group. There are
other additional factors that the FSO can handle, it can help allocate a
flight crew if the group does not have much of its own flight experience,
Also
when a team has finished with their vehicle the FSO can take it off their
hands and reallocate for further use, or send it back to storage. The FSO
is also an important organisation for shaping the civil fleet, for
example, if that research team requires their ship to be refitted, the FSO
can coordinate through fleet construction, or directly to a shipyard to
arrange for its adjustment. Because of the FSO’s coordination with other
aspects of the Federation fleet it can closely monitor the civil fleet,
and is closely aware of its capabilities.
