The
Citizen
Though there are various government levels, councils and boards
the decisions within the Federation are primarily made by its citizens,
it is rather the purpose of the larger councils to present decisions to
the citizens, and to deal with the operation of the Federation.
All Federation citizens have
the right to vote, though for the different races differing rules apply
(which accommodates for their different ages of maturity). The actual
voting consensus itself is a slightly more complicated affair, the vote
can either be taken as a total of the population, that is each citizen
has one vote in the whole, or sometimes, due to the different population
sizes, a vote taken for each of the Federation races, which is then
recombined to give an ‘adjusted vote’.
The voting process is
generally electronic, and as such is reliable, this method has been
proven suitable as effectively every Federation citizen will have a
computer terminal which is able to communicate with the Federation
system as a whole. For major decisions a vote will be offered to every
Federation citizen, which will also demand a certain minimum amount of
the population to participate.
The Federation practices a
kind of democracy where most decisions are made
by the public, but the questions asked by the higher levels of
governance, formulated by the elected parties, though these elected
bodies are responsible for representing the concerns of the citizens.
The hope of this governing system is that there is fair representation
of all citizens to participate in decisions to issues that concern them,
and the function of the higher levels of government are to present the
facts of the situation as well as present a body of people who forward
the concerns from the citizens they represent to the greater Federation.
