The
Federation Fleet Command (FFC) is an organisation that has hypothetical
control over all Federation spacecraft assets, though in reality it acts
a civil administrator for Fleet assets.
The
FFC is responsible for maintaining certain aspects of the Fleet,
particularly controlling the distribution of starships for use within
the Federation, and also to advising construction facilities to the
desired rates of production, and which models are wanted. Although all
starships are overseen by the FFC, and can be called into their service,
most vessels in the Federation do not operate for the FFC, rather they
belong to various organisations, mostly to the associated branches of
the FFC, predominantly the Federation Starship Organisation
(FSO,
coordinates civil uses of Starship assets within the Federation), the
Federation Military command structures, and the remainder mostly
‘owned’ by various learning institutions and settlements. The FFC is
important for allocating units between these organisations, and in times
of crisis is responsible for coordinating all fleet assets (In war times
the FFC can essentially operate in synchrony with the Federation
Military).
Apart
form these allocating roles the FFC is also responsible for managing the
starship associated organisations which indirectly support the Fleet,
most notably construction and maintenance facilities and manufacture and
fuelling facilities. The FFC is also directly associated with the crew
training facilities, and sources nearly all starship personnel. The FFC
training facilities are non-military, military crews are drawn from
Federation Military Facilities, and as such the FFC only forwards posts
within its administration to all its qualified members rather than the
military.
Although
all ships are answerable to the FFC (even military vessels), their
involvement with normal operations with ships is essentially nil, but
they are obligated to provide Federation services to all vessels, these
include rescue and assistance, summoning military support (as the FFC
holds superiority over the Federation Military), and the maintenance of
communication, navigation and sensor platform services. In all, although
a starship may work for a University department, the FFC are obligated
to maintain these services for this vessel regardless of whether it is
operating for the wider Federation or not.
The
FFC also oversees the maintenance of the Fleet and could demand of any
ship to break with its original operation and to follow its orders, it
also has the power to demand maintenance of all Fleet vessels. The FFC
produces guidelines for suggested servicing schedules which are often
followed rather than by Direct intervention from the FFC, though this
organisation can make emergency requests for servicing say for recalling
faulty components, which override their suggested scheduling.
The
FFC’s central offices are within the FFC building on Athene, these
direct goals within the whole Federation and asset management, there are
regional offices on all Federation Homeworlds, which coordinate Fleet
traffic and services in their quarters, there are also important offices
in the Forge system which mostly deal with Fleet Construction and
Maintenance. |
